In January 2026, two shootings involving federal immigration agents in the United States sparked a wave of nationwide “ICE Out For Good” protests, centered in Minneapolis and Portland.
Minneapolis shooting
On January 7, 2026, Renee Nicole Good, a 37-year-old US citizen and mother of three, was fatally shot by ICE Agent Jonathan Ross. Good and her wife, Becca, were acting as “legal observers” or “helpers,” documenting ICE activity after an agent’s vehicle became stuck in the snow.
Multiple videos, including one from Agent Ross’s phone, show Ross circling Good’s vehicle while recording her. As Good began to drive forward and turn away, Ross fired three shots, one through the windshield and two through the driver’s side window.
The Trump administration and DHS Secretary Kristi Noem described Good as a “domestic terrorist” who “weaponized” her vehicle to run over the officer. Minneapolis Mayor Jacob Frey called the federal account “bullshit”, stating video shows Good was turning away from the agent.
The FBI took over the probe and revoked the Minnesota Bureau of Criminal Apprehension’s access to evidence, leading state officials to accuse the federal government of a cover-up.
Portland shooting
On January 8, 2026, US Border Patrol agents shot and wounded two Venezuelan nationals, Luis David Nino-Moncada and Yorlenys Betzabeth Zambrano-Contreras, during a “targeted vehicle stop” in the Hazelwood neighborhood.
Both survived and were taken into federal custody after hospital treatment. The DHS alleged the couple had a “nexus” to the Tren de Aragua gang, though local immigrant rights groups disputed this.
Nino-Moncada was charged with aggravated assault on a federal officer, while Zambrano-Contreras was charged with illegal entry.
Mayor Keith Wilson demanded an immediate end to ICE operations in Portland, declaring the city is not a “training ground” for militarized agents.
Over 1,000 protests across the US
Over 1,000 “ICE Out For Good” demonstrations took place across the US during the weekend of January 10 to 11.
Tens of thousands marched in Minneapolis on January 10; nearly 30 people were arrested during clashes outside a hotel used by federal agents. Protesters gathered outside the waterfront ICE facility in Portland, resulting in at least six arrests for disorderly conduct. Protests were reported in Washington D.C. (White House), Los Angeles, Chicago, Durham, and Boston.
In response to the unrest, Secretary Noem announced Operation Salvo, a surge of hundreds more federal agents to cities like Minneapolis and New York to ensure the safety of immigration officers.
