On January 6, 2026, representatives of 35 countries, including 27 heads of state, gathered in Paris for talks among the “Coalition of the Willing” to discuss security guarantees and resolutions for a ceasefire for the Russo-Ukraine war.
Co-hosted by French President Emmanuel Macron and UK Prime Minister Sir Keir Starmer, the meeting focused on establishing robust, legally binding security guarantees for Ukraine once a ceasefire with Russia is in place.
The Paris Declaration
The “Coalition of the Willing” initiative was formally launched by British Prime Minister Sir Keir Starmer on March 2, 2025, at a summit in London.
US Special Envoy Steve Witkoff and Jared Kushner attended the meeting this time, signaling the US’s formal backing of these coalition-wide commitments, a significant shift in posture from previous months.
The document, formally titled the “Paris Declaration – ‘Robust Security Guarantees for a Solid and Lasting Peace in Ukraine’,” was adopted during the meeting.
Alongside the broader Paris Declaration, a specific Trilateral Declaration was signed by France, the United Kingdom, and Ukraine. This separate document formalises the intent of Paris and London to establish “military hubs” in Ukraine and provide the core contingent for the multinational force.
US-led ceasefire monitoring, multinational force planned
The attendees agreed to establish a US-led ceasefire monitoring mechanism that will likely use drones, sensors, and satellite technology to ensure no violations occur.
Plans were discussed for a post-ceasefire multinational force to be deployed in Ukraine to deter future Russian aggression.
France and the UK indicated a readiness to contribute troops to this force, though Italy specified that its constitution prohibits deploying Italian troops on the ground.
Allies committed to supporting an 800,000-strong Ukrainian army with necessary training, capabilities, and resources to prevent any future attacks.
The coalition also addressed economic and reconstruction support for Ukraine, including a “Prosperity framework” for post-war economic development and integration into the EU single market.
